CA's new shoreline protection requirements have led to additional OSRO
costs in certain "low-volume" CA ports. ECM is the only QI/SMT that
continues to arrange these OSRO coverage's as required by the State of
CA, and has recently been successful in obtaining NRC's agreement to
arrange for the additional coverage in Port Hueneme for a flat fee which
is just about half of what they were charging at the hourly rate. If
