CA's new shoreline protection requirements have led to additional OSRO
costs in certain "low-volume" CA ports. ECM is the only QI/SMT that
continues to arrange these OSRO coverage's as required by the State of
CA.

Our Spill Management Team (SMT) Tabletop Exercise (TTX) program for 2008 is well underway. We have so for completed a program in Chennai, India on January 31, 2008 and our large scale U.S. SMT TTX on March 13, 2008 in the Los Angeles/Long Beach area.
